London, April 9. Ma Gladstone made his promised statement as to the Government Bcheme for the better government of Ireland, in the House of Commons last night. It is proposed to establish an Irish Parliament, to sit in Dublin, to consist of a House of Lords and a House of Commons, and to undertake both legislative and administrative functions. An equitable partition of Imperial burdens will be aimed at, and arrangements made for reasonable safeguarded for protecting the interests of the minority, Ireland will ceaee to send repsesentatives to the Imperial Parliament, which will retain the control of Irish Customs and Excise Departments. The "Daily News," this morning, states that Mr Edward Stafford Hownrd, M.P. for Thorbury, will asume the vacant portfolio of Under Secretary for India, and Mr W. C. Borlase, M.P. for St. Anstell, replaces Mr Jesse Collings as President of the Board of Trade. The French Press expresses approval of Mr Gladstone's Irish proposals, but both the German and Austrian Press condemn them. The " Daily News" expresses the opinion that Ireland is not yet ripe for Home Rule, and it doubts whether Mr Gladstone's land purchass scheme willpaee. Ifc considers the amount should be reduced by GO millions.
