London, April 13. France, England, and Germany are prepared to settle the difficulties regarding the occupation of the Pacific Islands, but the negotiations are blocked by the opposition offered by the Federal Council. Sydney, April 13. In the Legislative Assembly the debate on Sir Henry Parkes's motion with regard to the New Hebrides question is proceeding. At present it is impossible to say in which direction the division will tend.
