Headvoeated the purchasing of land from the natives and from the present land holders, and allowing every man to select a farm of 160 acies and purchase another of similar si/e, for wLich should be paid a bait rent equal to (he interest on the amount the Government had paid for it. A land tax should be levied, so as to tax tho unearned increment. Kconomy should be practised by cutting down tho salaries of Government ollicials begining with tho highest and doing justice to all, and the Legislative Council should be abolished, An income tax should be levied, and foreign bondholders taxed. Necep-ai'y public woiks should be carried on, but bor rowing for that purposo should be limitoi by tho necef-sity. Ho was oppc-od to land being given to private persons for the construction of tho West Coast railway. The State should make it. A hearty vote of thanks was accorded to Sir Georgo for his address.
