The Victorian Premier's Policy.
Melbourne* Feb 19. The Premier, the Hon. Duncan Gillies, has issued his electoral address. He announces that the Government which he leads is determined to maintain the principles of the Education Act in forco in the colony, and will oppose any attempt to alter the Civil Service on Railway Management Act. The question of irrigation is one of great importance to the community, and it proposed to advance the Water Trusts the sums 'necessary for carrying out works of that nature, charging interest for the capital advanced, but the Government will waive payment of interest in cases of special necessity. It is not intended to introduce any change in the settled fixed policy of Victoria. Endeavours will be made to conclude a treaty with the various Australasian colonies, with a view to ensuring interchange of their produce to their mutual advantage. Efforts will also be made to extend and complete the federation of the colonies. The Government intend to amend the electoral and local Government Acts, and will recommend a large increase in the prospecting vote. Mr Gillies states, in. conclusion, that he is pleased to be able to announce that the finances of the colony are in a thoroughly sound condition, and there is no necessity for imposition of fresh taxation of any kind.
