THE LIBERAL CABINET. Complete List of the New Ministry.

London, February 3. Mr Gladstone has been successful in his efforts to form a Ministry. The following is the official list of members of the new Cabinet and their portfolios : — Right Hon. William E. Gladstone, Premier and First Lord of the Treasury. Sir Farrer Herschell, Q.C., Lord High Chancellor. Earl Spencer, Lord President of the Council. Earl Granville, Secretary of State for the Colonies. Lord Rosebeey, Secretary for Foreign Affairs. Right Hon. Hugh Childers, Secretary for India. Right Hon. Henry Campbell Bannerman, Secretary for the Home Department. Earl Kimberly, Secretary of State for War. The Right Hod. Sir William Vernon Harcourt, Chancellor of the Exchequer. The Marquis of Ripon, First Lord of the Admiralty. Mr John Morley, Chief Secretary for Ireland. Right Hon. A. J. Mundella, President of the Board of Trade. Right Hon. Joseph Chamberlain, President of the Local Government Board. Mr Charles Russell, Attorney -General. Right Hon. George Otto Trevelyan, Chief Secretary for Scotland. The portfolios of Lord of the Privy Seal and Postmaster-General have not yet been filled. It is announced that Mr Trevelyan, Mr Mundella, and Mr Morley will have seats in the Cabinet. London, February 4. The "Times," referring to the Government formed by Mr Gladstone, does not consider it a strong one.
London, February 8. Sir John Fakrer Hersohel, Lord Chancellor in the new administration, aseumes the title of Baron Herschel on his elevation to the Upper House. Mr E. Henea^e has been appointed Chancellor of the Duchy of Lancaster. Mr Osborne Morgan ia Under-Secretary for the Colonies. Mr T. Kaye Shuttleworth is Under-Secre-tary for India. Mr Broadhurst i& Under-Secretary for Homo Affairs, Mr Herbert Gladstone is Financial Secretary to the War Office. A special message to the Press Association says : The re-election of Mr John Morley, Chief Secretary for Ireland, and Mr Charles Russell, Attorney-General, is being opposed.
Ife is publiply believed that Mr Gladstone will frame his policy on the lines laid down in Mr John Morley's speech at Chelmsford. ■ There is a general distrust expressod in the Ministry. Mr Chamberlain states that every endeavour will be made to extend domestic control, to insist on the supremacy of the Crown, aDd maintain th« integrity of the Empire. Germany is jubilant over the appointment ol Lord Roseberry to the charge of the Foreign Office.
