The following opinion fiotn Messrs Hesketli anil Richmond was submitted at the meeting of the Piako County Council, held on the 14th inst. :—": — " We have your letter of the 30th December, 1885, enclosing notice of 3rd December, 1885, by which notice the Chairman of the Piako County Council is requested to pay the Thames District Chaiitable Aid Board the sum of £230 2s sd, and also the sum of £285 Is 7d to the Thames District Hospital Board. This notice does not appear to have been carefully framed. The Act of last session has not constituted Boards under the names referred to on the notice, and we are disposed to think that there is no call upon you to recognise the notice given in such an informal way. It may be said, however, that the Act does not expressly provide for notice being given to local authorities, ami it may be a question whether notice i* essential. In the absence of specitic steps we cannot say conn' lent whether the proper boards have in a lawful manner asceilained the amount of their rcquuements, up to Maro.i lb#6, an I whetner lawfully allocated the proportions payable by the the several local authorities. Unuer these circumstances we cannot advise you to pay, and on the facts before us we have the greatest doubts as to whether these contributions could be enforced.

Hesketh & Richmond. O Firth remarked that ifc would be for the Oouncil to considjr at its next meeting whether or iut it would withdiaw its lepresenthtive from the Thames .Board. He could do nothing against such a majority, who were all working against him. Cr Chepmell did not think this vould he done, The only question was, could the Thames Board compel them to pay the money ?
