THE IMPERIAL MEETING.
Tho Emperors of Austria and Russia at Kremsier. Kremsier, August 25.— Tho Czar and Czarina accompanied by the Imperial ontourage, arrived here at 11. 30 o'clock this morning* The Czar and Czarina and Imperial suit, in going from the station to the Schloss of Kreinsier, avoided the town and were driven through the vast park surrounding the Schlo9s. The Emperor Fran- , cia Joseph and bis son Rudolph, the Imperial Crown Prince, met the Czar at the railway station. The Hapsburgs -wore Russian uniforms, and tho Romanoffs wore Austrian uniforms. At the mooting at the railway station tho monarchs embraced, The Czar and Emperor then entered the same carriage, and went together to the Schloss. The Emperors and Empresses indulged in much embracing and kissing. The Czar knelt and kissed the hand of the Empress. The Austrian statosman says:— "The object of the Imperial interview is to enable Russia to secure perfect freedom of action in Central Asia. When Russia shall be engaged against England in Asia, Austria will be able to proceed on the Balkan as she pleases. Russia, howover, must bo able to secure her own interests in that direction. At Kremsier tho linos will be drawn and agreed as to how far Austria is to advance southward in Europe while Russia is ongaged in her long-prepared-for war with England. At the Krem6ier interview the Bosnia and Herzegovina question will be discussed to its finality. For the AngloRussian conflict, which must come sooner or later, Austria and Germany are ready to render most important services to Russia. They will compel the Sultan to uncondi^ tional neutrality in the quostion of the Dardanelles ; in the Baltic Russia cannot be attacked, and in the Black Sea she will be unassailable if the neutrality of tho Black Sea is maintained The Czar can then enter upon the Afghanistan war." It is also understood that the Polish question will also be discussed. Kremsier, August 27. — The Emperor Francis Joseph yesterday conferred the Order of the Grand Cross of St. Stephen upon Grand Duke George, second son of the Czar, and appointed him to a Lieutenancy in the Imperial Austrian Uhlans. The Grand Duke is in his sixteenth year. An eye-witness of the whole pageant at Kremsier asserts that, despite the efforts danger to tho Czar was entertained. Alexander was really alert and uneasy, and he added to the secret precautions arranged for his safety more than one device of his own. He was palo and careworn during his entire stay, and he himself suggested several precautions to the Austrian authorities, A few unimportant arrests were made during his stay. The Czar owns a mastiff possessed of uncommon strength and intelligence. The mastiff ha 3 been carefully trained as a body-guard, and is well known in St Petersburg and Moscow, and watches beside his master's couch every night. This dog accompanied the Czar to and from Kremisor.
