London, February 12. — Mr Bray, exPremier of South Australia, visited the Colonial Office yesterday, when he was introduced to Lord Derby by Mr Blythe, Agent-Genoral for South Australia. Mr Bray has become the guest of Earl Roseberry at Mentmore, Buckinghamshire.
Lord Rosoberry Joins tho Cabinet, Earl Roseberry joins the Ministry as Lord Privy Seal, but Lord Carlingford, whom he succeeds, will remain in the Privy Council. The "Times," in announcing Lord Roseberry'a acceptance of office, characterises his adhesion to the Gladstone Government when its existence was drawing to a close as patriotic and unselfish. The same journal adds that the offer of assistance to the mother country by Australia was opportune, and is hopeful that, coupled with the fact of Lord lloseberry's acceptance of office, a strong foreign and colonial policy will be adopted by the Cabinet.
The New Guinea Negotiations. A deadlock continues in the negotiations between Germany and England relative to the annexation of New Guinea. It is inevitable that Lord Derby will surrender the demand of Prince Bismarck, unless the Australasian colonies agree on united action protesting against Germany taking any portion of the island.
Tlio Oriental Bank Liquidation. The call upon the shareholders of the Oriental Bank is not being freely responded to. The "Standard," referring to the liquidation proceedings, stated that it is doubtful whether the liability of shareholders is not unlimited.
Germany and Samoa. The Agent-General for New Zealand has made strong representations to the Colonial Oifice as to the designs of Prince Bismarck upon Samoa.
