Latest Parliamentary Telegrams. [By Electric Telegraph.] (From our Own Correspondent.) Wellington, July 13.

A return showing the charitable aid distributed to each Provincial District during the year ended 3 1st March last has been published as follows :— Auckland, £6503 12a lid ; Taranaki, £798 15s 2d ; Wellington, £3198 4s Id ; Hawke's Bay, £970 Is 9d ; Marlborough, £95 12s 9d ; Nelson, £3274 3s Id ; VVestland, £982 3s 2d ; Canterbury, £13,409 7s; Otago, £5039 19s 4d. Total, £34,360 19s 4d. In all probability a division will be taken this evening on Montgomery's provincialism proposal, when Seddon will move an amendment to the effect that the present system of Government in force throughout the colony, consisting of County Councils, Road Boards, Education Boards, arid other local bodies are too numerous to mention. It is anticipated that the majority against the motion will reach 15, sspecially as several members have expressed their intention of walking out whon the division bell rings. The debate itself hart now become very wearisome. It is carried on to almost empty benches, and the result is beyoud doubt? if, as Fitzgerald openly asserted last night, the stream of talkers only kept going by extraordinary efforts in the |obbieß, and simply in order to gratify the vanioty of the member of Akaroa. Enough of the public time has already been sacri. ficed, and the sooner a conclusion in arrived at, the better. All that can well bo said on the subject has been said. Bryce's valedictory speech delivered last night was, in muny respects, an admirable one. He thoroughly vindicated himself from the imputations contained in Rusden's History of New Zealand, and properly pointed out that the book was more a reflection on colonists. He also acquitted Rusden of any personal malice or animosity towards himself; this being so evident that at a large share of the emphatic condemnation which the book excited is in reality applicable to the conduct of persons whose names has as yet escaped public exposure.
