NEGOTIATIONS BROKEN OFF

Received 10 a.m. ~ WARSAW, Dec. 27. Negotiations with the Russian Soviet at Riga have been broken off, General Joffre declared that the international situation for Russia was now so good that the question of fulfilling her obligations to Poland was no longer important and there was no need to repatriate Polish war prisoners, as Russia was making good use of them.
