Received 9.10 a.m. , PEKIN, Dec. 23. v v The Ministers representing Amer£yca,, and France, upon the 1 solicitation of the Chinese Government, took up the Consortium question of a loan of four million dollars for the relief -of famine. The negotiations are progressing favourably, although one matter is unsettled. The Consortium insists that the money should be given directly to the Foreign Relief Associations, since it is feared it may be used for purposes other than for famine relief.
