JAPANESE MANDATES.
ALLEGATIONS DENIED. CORRESPONDENTS .INVITED TO' INVESTIGATE. Received 9 a.m. .' TOKIO ? Dee. 19. The Navy Department in view of repealed charges that Japan is fortifying the mandated Islands and illtreating the natives, has notified foreign correspondents that the first three applying will be allowed to accompany a steamejr leaving in the middle of January for a two months' cruise through the Island touching at Jaluit, Kusai, Ponape Truk, Reta Saiten and Futami. The authorities declare that they are living up to every mandate required and resent American and Australian allegations to the contrary.
