SERVIA AND BULGARIA.
Received 12.50 p.m. LONDON", Dec. 17. It is reported from Belgrade that the Government has ordered the suspension of communications with Bulgaria owing to the systematic refusal of tho latter to carry out certain clauses in the Treaty of Ncuilly, regarding Jugo-Slavia. It is asserted that Bulgaria still maintains a regular army of forty thousand; moreover, Bulgaria is accused of not fulfilling her undertakings regarding the delivery of coal.
