INDIAN UNREST.
MADRAS LABOUR TROUBLES. SERIOUS RIOTING. Received 10.20 a.m. DEHLI, Dec. 12. Labour troubles in Madras culminated in serious rioting. 'Native employees wha had been on strike for over a month attempted to rush the mills. The police fired a volley killing two and wounding twenty. Military with machine-guns are now patrolling tth'e mill district. VOLUNTEERS UNLAWFUL. Received 10.20 a.m. DELHI, Dec. 12. The Indian Government has declared the volunteer bantfs in connection with the non-co-opera-tion campaign on quasi-military lines unlawful because they interfered with the holding of public meetings, with the attendance at schools and colleges, with the freedom of voteas, and were also employed in attempts to secure a social boycott of those who declined to accept the promoters' political visws. Inncoent people who joined under the impression that the bands were organised for legitimate social service are warneo* to disassociate themselves therefrom;
