REPLY TO ALLIES' NOTE. Received 10.20 a.m. BERLIN, Dec. 12. The Government's reply to the Allied Note regarding the disarmament of self-defence forces claims that the surrender of arms does not apply to Bavaria and" East Prussia. The former is still completely tinder the influence of the Soviet regime, and the self-defence forces cannot be disarmed so long as Germany is confronted with the possibility of de'fencelessnesg against revolutionaries equipped with modern weapons. While East Prussia is suffering from warlike acts on its frontiers, and Cfce entry of portions of the Russo-Polish armies, she must supplement her inadequate State forces.
