THE GENEVA ASSEMBLY,
ARGENTINE'S WITHDRAWAL. Received 10 a.m. GENEVA, Dec. 6. The President submitted Senor Pueyrredon’s letter to the Assembly, at the same time expressing regret at Argentine’s action. Lord Robert Cecil, in regretting the attitude of Argentine, said that if other delegations followed the example, no progress could be made. The Assembly displayed no further interest in the incident. Mr Branting moved that the Argentina, amendments be referred to the Committee dealing with amendments ments to the Covenant. Canada wished to have Article Ten eliminated from the Covenant, and had fought against its inclusion at Paris; but in view of the Assembly’s decision, she would leave the proposal to the Amendments. Committee* COUNCIL AND ASSEMBLY. The Assembly debated the report of the Commission on the relations between the Council and the Assembly. Lord Cecil viewed with apprehension the clause defining what decisions could be given. The Council was apparently depriving the Assembly of the right of review. He contended that every matter should be subject to the Assembly’s review. M. Viviani pointed out that the Covenant sharply defined the powers of the Council and the Assembly. He thought the latter had the right Of review when the report of the Council’s work was presented. Mr Rowell (Canada) believed that the Assembly, in its general Jurisdiction, had superior powers to the Council. He, therefore, disagreed with Lord Cecil’s apprehensions. LABOUR TROUBLES. BETTER CONDITIONS SOUGHT. BALLOT-BOX THE MEANS. Received 10 a.m'. LONDON, Dec. 6, Mr Thomas, M.P., addressing railwaymen at Plymouth, declared there must be a radical improvement in the uns of the working classes. He contended that the most sensible way to accomplish it was through the ballot box, not by a bloody upheaval. He declared that his previous speech was mininterpreted. He did not intend it as a threat of coming trouble.
