The Afridis and Malis confess that they ar.o unable to control the young tribesmen, while the turbulent members of the Zakka and Khel tribes are displaying much activity, carrying out raids with a view to thwartfng "the efforfs of the leaders to secure a' settlement with the Indian Government.
