PURCHASES FOR FOREIGN MARKETS. Received 9.45 a.m. NEW YORK, Nov. 28. According to a Chicago message, during the last three months grain prices have steadily fallen, wheat dropping from 252 cents per bushel to 129 cents, corn from 119 cents lo 96 cents, and oats from 70 cents to 43 cents. Foreign interests have been buying heavily, taking advantage of the low figures. Several Kansas and Nebraska grain elevators and warehouses have failed as the result of tffe falling market. *
