NAPIER, Nov. 25,

A meeting of Napier railway employees this evening carried a resolution strongly protesting against the instruction issued to-day by the General Manager that free passes and privilege tickets cannot be used in any district of December 24, 27 and 31 or January 1, or on relief or through express’ trains betweep Wellington and Auckland and Auckland and Wellington from December 15 to January 5 inclusive, which, it is alleged, is a violation of clause 23 <sf the latest agreement with the A.S.R.S. ,
