At the Geneva Conference the League Council decided that the Budget be based on the gold franc as the monetary unit. t The First Commission refused to ae.cept the amendment to the Covenant .suggested by Sweden, Norway, Argentina and Panama. Mr. Balfour thought it inopportune for any country toTsuggest an amendment within six months of its admission to the League. Probably the amendments will be referred to the, next session of the Assembly.
The Council,invited the Scandinavian States to police the Vilna territory during the taking of the plebiscite. The Disarmament Commission was unable to make progress beyond academical discussions. France felt that the League must be certain that Germany carries out the terms of the Peace Treaty concerning disarmament. France "also considers it prudent to be assured against Germany arming secretly.
