Sir James Allen, interviewed, said be was well satisfied with the League’s first wjeek’s work. The Commissions were making excellent progress, and | would produce concrete proposals, which would facilitate the proceedings of the plenary Assembly. Both Sir James Allen and Senator Milieu are doing their utmost among the members to get the Assembly to insist upon the Potvers issuing a mandate. The delay is believed to be due to the opposition of Japan and.to some obstruction by France. There was considerable delay on the part of the Secretariat in circulating Germany’s protest, which was sent individually to members late last night, with the- among others, j Senator Millen and Sir James Allen did not receive the document. When the Assembly met. Senator Millen protested that individual circulation did not absolve the Secretary from formally submitting the document to the Assembly under Article 14. The document "was so significant that it should not be' sent to any Commission until discussed by the bly.The President declared that the document would be appropriated by the Commission for investigation. Senator Millen gave notice of motion that the Assembly discuss it tomorrojv before ending the Commission. The German protest argues that the duty o¥ designating mandatory States devolveds absolutely upon the League, and not upon any other authority, and protests against mandates being exclusively within the sphere of the Allied and Associated Powers. Germany contends that the latter are only trustees until mandatories are appointed, and they should derive no profit' from 1 such stewardship. Germany therefore desires the Assembly to discuss the Colonial mandates in the letter and spirit of Article 22 of the Covenant; otherwise, Germany reserves her rights concerning the Colonies. The Assembly adjourned till Thursday.

Received 11.15 a.m. . f LONDON, Nov. 23. The Armenian debate at the Geneva Conference infused some life into the Assembly proceedings, and has been the topic among the delegations. The | suggestion has emanated privately from an overseas delegate to the British delegation that the League should specially invite the United States to j undertake the temporary occupation of Armenia, the League paying the cost. It is understood that sixty thousand men would suffice to overawe the Kemalists and interpose a barrier between 'them and tho Armenians, and that sucha demonstration of force, would be likely to be effective without active military operations;? It is believed that if America supplied the bulk of the troops, other nations would be prepared to furnish the balance. It is anticipated: that the international court pf justice commission will adopt the-recommendations of the recent Judicial Commissions at the Hague with some British amendments.
