THOSE RUSSIAN CONCESSIONS. QUESTIONED BY JAPAN. f , ▼ Received 10.30 a.m, TOKIO, Nov. 23. Tie Kokumin Sliimbun reports that the Japanese Government has decided to make a formal inquiry at Washington as to whether the Bolsheviks ’ concessions to an American syndicate, as cabled on 27th October, are true. It is reported that these concessions conflict with Japanese holdings, and if confirmed Japan will take the necessary steps to protect her interests. A CALIFORNIAN PROTEST. SAN FRANCISCO, Nov. 22. Senator Phelan, of California, telegraphed to the Governors and Senators of the Western States asking them to telegraph a political protest to the State Department against any treatygiving foreign-born Japanese now in the United States, citizenship rights.
