TWENTY MILLIONS STARVING. NEW YORK, Nov. 19. i The Chicago Tribune's Tientsin correspondent says that American and British relief expeditions conferring .in Pekin agreed that it would be unwise to feed any part, of starving China unless the -food supplies were continued until harvest tims. ' Mr. Crane (American Minister to China) declared that the relief forces could barely scratch the surface. Observers declare that if five per cent, of the twenty million starving are'saved it will be considered a great accomplishment, but 'it is not believed more than one per cent, will be succoured. ... The crops in the famine Tegion failed two years in succession owing to grasshoppers and drought.
