.LONDON, Nov. 16. The All-Ireland Labour Conference at Dublin approved tlie British Labour Party’s proposals fo rsettlement on the basis: (1) The withdrawal of troops; (2) the summoning of a constituent assembly elected on the basis of proportional representation by a free secret vote; (3) the drafting by the Assembly of a constitution subject only to two conditions —namely, affording protection to minorities and preventing Ireland becoming a military ’ and naval menace.
