RUSSIA AND AMERICA.
CONCESSION’S FOR FINANCIERS. Received 10.10 a.m. PARIS, Nov. IS. A message from Stockholm reports that Vanderlip, the American financier, states that the -Soviet Governj[ ment granted a big syndicate, indeluding leading American banks, the lease of 591 square kilometres in Siberia for sixty years; also concessions of forests, mines and fisheries. The Bolsheviks have contracted to purchase in three years three thousand million dollars' worth of material, payable in gold, platinum, furs, manganese, petroleum, leather, wood, cellulose, flax and cereals. The Bolshevik purchases include five thousand locomotives, fifty thousand waggons, two million tons of rails, ten thousand aeroplanes, fifty thousand dynamos, two thousand; moone million seed drills, and ten million tons of coal.
