THE CALIFORNIAN QUESTION. Received 10.20 a.m. TOKIO, Nov. 15. Mr. Hara, in a speech, declared that it would be regrettable if the Californian question affected the good relations between Japan and United States, but he affirmed that a conflict was unthinkable. Intelligent people of both countries valued each others’’ friendship too much for that, and the United States had, never yet disregarded Japan’s rights and no matter what question arose between the two countries. The majority of the American people did not endorse Califor-nia-V action.
