that the provisions for exclusion should be embodied .with the treaty; but Japan regards this procedure as humiliating and setting a percedent which she might be forced to follow in future treaties with other Powers. WASHINGTON, Nov. 14. The American position is that the inclusion of the provision for the exclusion of Japanese labourers within the Treaty would facilitate its ratification by the Senate. ' Japan maintains that the omission of such a provision would assure greater popular support within Japan for tha treaty.
