WASHINGTON, Nov. 14. The American position is that the inclusion of the provision for the exclusion of Japanese labourers within the Treaty would facilitate its ratification by the Senate. ' Japan maintains that the omission of such a provision would assure greater popular support within Japan for tha treaty.
