GERMAN COMMUNISTS. GENERAL STRIKE CALLED. Received 9 a.m. BERLIN, Nov. 11. The Communist. Labour Party has issued a proclamation calling a general strike, to which the Independent Right Socialists are opposed. Meanwhile the Imperial President has issued a decree making strifkes affecting public, services illegal, unless arbitration proceedings be first taken against the Communist leader, Sylt, who called the strike.
