| THE CALIFORNIAN QUESTION. A X TENTATIVE AGREEMENT. Received 8.55 a.in. WASHINGTON, Nov. 4. It is learned from a high authority that the State Department has anticipated the Californian decision on the anti-Japanese referendum, and ha? tentatively reached an agreement with the Japanese Ambassador concerning the situation. It is understood that they agreed to the enactment of a law prohibiting the immigration of Japanese 1o the United States, s.nd in return for this. Japanese in California wTl] be accorded full civil and property rights. It «s believed thef the Japanese Government accepts such arrangements, ani a treaty covering the details will be drawn up and sent to the Senate.
