Reports from Riga sttae that owing to the commandeering of grain, peasants in fifteen provinces are in rebellion. They seized a large number of Communists and sawed off their iegs and arms. The authorities retaliated by destroying villages by gunfire. Moscow is feverishly excitsd owing $o a proclamation urging the people !to crush out Soviet rule.
