MUNICIPAL ELECTIONS.
LABOUR BADLY BEATEN. ' Received 9.5 a.m. LONDON, .Nov. 2. The outstanding feature of the municipal elections in three hundred English boroughs in which one-third of the membership is annually electable, was the heavy defeat of the Labourites, particularly in the industrial districts. The most prominent issue was the soaring rates, which are highest where Labour majorities control municipal affairs.
