THE CHINESE REVOLT. FLIGHT OF MILITARISTS. Received 8.55 a..m * PEKIN, Nov. 1. The principal Kwangsi militarists have fled to Shanghai. Prior to their flight the administrative' directors of the military Government cancelled the independence of the South-Western Provinces, declaring North arid South China re-united. The Cantonese leaders, however, repudiate the cancellation. Cantonese troops have entered Canton., . Received 9.150 a.m., • NEW YORK, Nov.. 1. The New York Times's Pekin correspondent . reports that after the Canton Military Government cancelled the. declaration of independence the Pekin Cabinet, on October 30,'* approved the issuing of a mandate proclaiming that a reunion of the North and South had been effected, and ordering the Ministry of the Interior to co-operate with the Provincial authorities in the election of a new Parliament based on the old election laws. The Cabinet also approved of the creation of special Courts to deal with Russian cases. In three Eastern provinces the Press -approves of the President’s bold step in abandoning peace negotiations and simply announcing that peace . exists. The fact that no concessions have been made to the revolting provinces indicates that the Government feels itself in a strong position.
