Anglo-French loans in the United States, amounting to five hundred million dollars, will mature to-day, and upwards of two hundred million dollars will be paid to bondholders by the J. P. In response to an appeal from the Cuban President for financial help a conference will be held at Washington to-day- It is rumoured that a syndicate of banks and sugar interests is to .form a pool to secure raw sugar at gseven cents per pound. STANDARD OIL IN FRANCE. PARIS, Oct. 15. Le Matin states that the chairman of the Standard Oil Company arrived with the intention to start a French branch. This is expected to affect a reduction in prices. FINLAND AND RUSSIA. HELSINGFORS, Oct. 15. It is officially notified that peace between Finland and the Soviet was signed at Dorpat yesterday.
