Professor Zeidlir, former head of the of the Petrograd Red Cross, and now refuging in Finland, has appealed to the American Red Cross for help for the Petrograd population", - which is a rapidly decaying one. The principal mortal (diseases are spotted fever, dysentry, and smallpox, and the hospitals and clinics are overflowing. The Ministry of Health recently ordered the mobilisation of all doctors to combat disease, but as tbe troops are infected with spotted fever and intermittent ■ typhus, the situation is thus complicated, necessitating the three largest hospitals b£ing devoted to 1 the sefle use 'of the troops. Improper feeding greatly increases mortality in the hospitals, where black bread, frozen cabbages, and herrings form the principal diet. Those very ill are receiving horse flesh beef tea and gruel. No eggs or milk are available. The doctors declare that scientifld life has been destroyed and it is impossible to obtain chemicals, medicines, or surgical instruments. !
