Fears are felt in diplomatic circles that the closing of the Russian Legation in Peking "by the Chinese Government was instigated by Bolsheviks, and may be the first act following a possible agreement between Peking and Moscow. The Russians proposed the abrogation of all existing treaties, the closing of the Legation, and the recognition of the Soviet Republic. The Chinese authorities state that the attitude of the European Powers and of the United States will determine wether the agreement becomes ooerative.
