THE CALIFORNIAN QUESTION
TOKIO, Sept. 26. Baron Saktani, following an interview with M. Uchida, reported that American and Japenese negotations were entering upon a serious stage. Both Governments were making the utmost effort to arrive at an amicable settlement. Marquia Okuma stated that the Government ought not to maintain secrecy respecting negotiations with the United States. “We must appeal to the fair judgment of enlightened Americans and, if necessary, to the nations of the world.”
