CONGRESS AT TORONTO

Mr F. J. Darling, of London, addressing the Congress of Chambers of Commerce ait: Toronto, suggested that a sound Empire exchange system might be established by a general is f sue of comparatively short term exchange bills against goods in transit and an Empire Bank acting as banker. The Empire Bank would have a central office in London and offices throughout the Empire. Mr Darling said that if Empire exchanges were made united, the whole endeavouring to supply their own wants and producing a surplus on the balance for repayment of the debt to America, the advantages to all parts of the Empire would be considerable.
The Congress discussed preferential trade within the Empire, and all the speakers favoured preference, though they pointed out many difficulties.
