The documents reveaf. the establishment of a local Council of Action throughout the country, which Is instructed to prepare plans for commandeering various means of transport it 0 ensure the distibution of food to strikers through local co-operative societies; also the formation of a cycle corps to keep various centres in touch, and the creation of means of dissemination of information among the strikers if newspapers are compelled to cease publication owing to the strike. The “Morning Posh” fears the Council ’of Action will use this elaborate machinery on a future occasion for revolutionary objects without consisting the workers.
