RIFLE-SHOOTING RECORD. Received 11.45 a.m. LONDON, Sept. 20. Charles Hill, aged sixty-six, made a world’s shooting record, scoring 21 bulls out of 21 shots in the usual weekly competition under the old King’s Prize condilions. The ranges were two hundred, five hundred, and six hundred yards. “THE BLACK REPUBLIC.” Received 11.55 a.m.

WASHINGTON, Sept. 20

The State Department announces that the United States has informed Hayti that the salaries of the Presi-, dent and other officials .have been withheld because Hayti is unable to carry out the terms of the treaties with the United States. THE IMPERIAL CONFERENCE. Received 10.25 a.m. OTTAWA,' Sept. 20. Nothing definite is known as to whether the Imperial Conference will be held next year. Premier Meichen has made a statement, and pointed out ‘hat Premier Borden, before he resigned, indicated in a public address that he thought the time inopportune to hold the Conference, because there were numerous other matters of Dominion interest demanding attention. It is generally known that ex-Premier Borden’s Cabinet concurred in this attitude. A majority of the present Cabinet were members of the Borden Ministry; therefore it is considered that Premier Meichen and his Ministers do not favour a conference till 1922.
