MONARCHIST SCHEMES IN 1 BAVARIA. RIGHTS OF SELF-GOVERNMENT. Received 9.40 a.m. LONDON, Sept. 20. Reports from Germany appear to indicate that Monarchist schemes are afoot in Bavaria. VorwaCrts says the Socialists in North Bavaria sent a message to the German Government stating that Hindenburg, Ludendorff, and the exKing of Bavaria will attend the shooting competition of the Bavaria Einwhomerwehr, to be held in Munich on the 24th and 25th September, and that military circles have made minute preparations for the establishment of military dictatorships. It is significant in this connedtion that at a meeting of the Bavaria People’s Party in Bamberg on 18th September, a resolution was adopted by a large majority, affirming the right of the individual States to choose their own form pf Government, conduct their own foreign policy, control their own taxation, and have a reichswehr formed on the basis of Federal contingents.
