KAMENEFF \S MISSION FAILS

LONDON, Sept. 13

The "Eevening Standard'-' states that Kamencff's departure -was due to double dealing on the part of Litvinoff, who throughout had done everything possible to fender nugatory the activities of the Kussian delegations in London. Litvinoff has been negotiating behind the delegates' backs with a certain labour organ and leaders, creating the impression that Kameneff was interesting himself in British labour troubles. He is negotiating for the sale of the Eussian jewels. The offer of £75,000 to the "Daily Herald" is alleged to have been engineered largely by Litvinoy, and the delegates were unaware of this till too late. Kamenec's position became untenable and he left. 1 '

Kamenec, in a letter to Mr. Kenworthy, a member of the House of Commons, categorically denies Mr. Lloyd George's actuations, firstly re--1 garding the sale, of Eussian crown ' jewels in England; secondly, arrangj ing a Bolshevik subsidy to the "Daily , Herald"; thirdly inbuencing Labour's ,' Council of Action; fourthly, misleading Mr. Lloyd George regarding the : Eussian terms of the ormistice with Poland. Kameneff- adds: Mr. Llody George desires to break oc peace negotiations ith Eussia; but, lacking the courage to openly declare his change of policy, brings forward paltry accusations against the Soviet Government's representative. BEITISH GOVEENMENT'S ' EETICENCE. LONDON, Sept. 13. Sir William Sutherland, a member

of the House of Commons, declares that .Kameneff's statements are entirely untrue. Most of them bear their own contradiction. It necessary, ,a great deal more, can be said by the British Government. ALLIES IN ACCOED. LONDON, Sept 14. At the conclusion of the GiolittiMillerand conference the Prime Minister approved the publication of a statement that they found common interests in every way easily .reconcilable ,and emphasised that the primary ' base of peace is more especially the agreement iin Europe of Great Britain, Italy and France. They declare that such wars as the EussoPolish must be ended, also hostilities between the Turkish Nationalists and the Constantinople Government.
