TOKIO, Sept. 12,
According to dispatches, the. Japanese garrison stationed in Easter# 1 Siberia will be transferred to Saghalien Island. The Japanese troops in Siberia will be reduced from three to two divisions in accordance with the policy of gradual evacuation. FAMINE IN CHINA. INDESCRIBABLE HORRORS. PEKIN, Sept. 12. The President has issued a mandate ordering the Ministers of Finance end Interior to co-operate with the Civil Governors of Chi Li, Ho Nan and Shantung provinces in establishing rice and grain stores and selling at low prices, exempting it from customs duties, in order to relieve the famine situation affecting a region of 9000 square miles and thirty to forty million inhabitants. It is conservatively estimated that 200,000,000 dolflars in relief will be required, and the Government is unable to extend this. Diplomats here are organising an international relief committee. A Chinese eye-witness reports that fathers in many villages are poisoning Jheir families in order, to save them from starvation. The horrors are said to be indescribable.
