AMERICA AND CHINA, “TEMPORARY RECOGNITION.” Received 9.50 a.m. PEKIN, Sept. 6. -7 It is understood that Mr Paul Reinsch. formerly United States Minister in China, has presented a memorandum to the Chinese Government, implying that the American recognition of rhe military Government in China is only temporary, and may be withdrawn unless democratic reforms —notably popular constitutional conventions —are carried out.
