THE ANFU REFUGEES. NOT TO BE SURRENDERED. Received 9.20 a.m. PEKIN Aug. 31. The Japanese have refused to surrender members of the Anfu who took refuge in the Japanese Legation. The Chinese Government requested their surrender, but the Japanese claim that *the refugees are political offenders, and cannot be surrendered, despite any crimes they may have committed. MESOPOTAMIA. SITUATION BECOMING MORE OMINOUS. LONDON, Aug. 30. A War Office communique states: The situation in the Muntafik area, between the Lower Tigris and the Lower Euphrates, is growing more ominous. A violent Jehad is being preached. The situation around Samava is- also causing anxiety. Movements of rebels bands have been observed and renewed attacks are expected. Fifteen hundred attacked Hillah on August 26rh, but were repulsed by heavy shell fire. There has been a recrudescence of sabotage, against the Bagdad-Sborgat railway. It is reported that Government; officials were molested - oast of Bagdad The construction of blockhouses on the railway from Bagdad to Baku has begun.
