' The Russians have crossed the eastern border of Bessarabia, which was ceded to Roumgmia by the Versailles Treaty. Thousands of Roumauians who deserted and fled when called to the colours are now reported to be interned in Bulgaria.

WASHINGTON, Aug. 3.
The Government is in negotiations with the European Governments concerning the Allied-Soviet; conference, and will insist on representation. if a change in the treaty terms is contemplated. President Wilson. has determined on no recognition of the Soviets as supreme authority in Russia, but there will be no military help from America to fighwte the Bolsheviks. A large majority of the people are indifferent, as they do not realise the ter9 rorism of Bolshevism.
