CHRISTCHUBCH, July 21. A novel suggestion for solving the problem of housing was proposeff" by the Mayor of Christchurch, Dr Thacker, M.P., at a meeting of the City Council. Dr. Thaeker's s'eheme. in brief, was to get the Government to sanction a municipal lottery, with tickets at 5/, 10/, and £l, the proceeds to be spent is buying land and.erecting houses for oeeupation by the winners of the sweep. Dr. Thaeken said he Attended 'to bring the proposal under the notice of the Government in the present session of Parliament. He Ireferred to the , fact that lotteries were not unknown at church bazaars and the totalisator was legalised by the Government He proposed that the prizes .should not consist of houses alone, but that there should be other prizes by which the

holders would be entitled to a chance in the (next lottery, in a community which could find £IOO,OOO for a race meeting there ought to be no trouble over such, a lottery. The Mayor xfr marked that it would encourage the people to put their money into something substantial. The money would not be lost as it was on the totalisator.

The suggestion did not inspire any comments from councillors.
