A semi-official apologia for the acceptance of the coal terms declares that no other decision was possible after Marshal (Bloeh was summoned. On the one band was invasion into the heart of Germany with incalculable political consequences, on the other reduction of 8 per cent, of the coal supply of Germany.
THE COAL AGREEMENT. RESENTMENT BY MINERS. Received 8.45. BERLIN, July 19. Agitation is afoot in Rbineland and Westphalia against the Allied Spa policy. Miners resent the extra shifts necessitated by the coal decision, and slrikes are threatened.
