i Hara interview said: I shall cer’tainly do my part in the removal of any misulldel's‘ralldings with the Unitfed States and Japan whenever. and Wherever the opportunity arises. There is a. good prospect with a set~ tlement of the consortium question that Chinafs finance and whole administration may be placed on so sound a. basis that all countries inter: ested may be benefited. ___?lt must be remembered by our x=cser‘/ations in Mongolia and Ivranchuria. that Japan has a special interest in these provinces unlike the interest of any other ‘country. Peace and tranquility in China are matters of great importance to all the Powers in the world, but most important to us. We must all help China to set her house in order. Japan can never do this single-hand-ed. .

Portions of Tsaoquan's troops are advancing against the armies of his opponents. which are ‘based upon Paotingfu. whence American mission‘aries are withdrawing under orders. Hostilities are imminent, and Quan has secured considerable financial help, which is of vital importance, as the Chinese soldiers invariably decline to fight unless paid in advance. Quan guaranteed the safety 5f the foreign population at Pekin, where the situation is easier, though complicated. The aeroplane corps at Pekin has decid'ed to co-operate with Quan in the event of bombing machines being sent to Poatingfu_ Meanwhile the Chinese expect Quanfs opponents to take refuge in Tientsin.
