CANADA'S "AMBASSADOR." VANCOUVER, May 19. All Canada has haiied with supreme satisfaction Mr Boiiar Law's sinouucement of the decision to appoint a Canadian minister at Washintgon. with plenipotentiary powers, and, throughout the Dominion the conviction, has. been f-eely expressed that Fhis appointment will be one positive step toward lessening the risk of disagreement between the United States and Britain or even Canada. Canada recognises that the departure from customary channels is something revolutionary in the diplomatic world, and there are many who firmly believe that New Zea'nad and Australia will shortly also Tiave their national repre : sentatives installed in Washington to watch their distinctive intersts.

One Canadian correspondent has blC(i to Vancouver the result of his

interviews with several prominent overseas Dominions' representatives in London. An Australian assured him that Australia was certain now to demand full rank also with an Australian Minister at Washington. He thought Xew Zealand and South Africa would follow suit, with the result that ultimately, not alone Washington, but every other great foreign capital, certainly Paris, Rome, Berlin, Petrograd, Tokio, would have its ci"cie of fully accredited British Empire Ministers, among whom the British Ambassador would be first, perhaps, but first among equals. "If the Canadian Minister at Washington is to be the fully authorised : British ambassador in the absence of the R'irjs' l representative," said the Australian, "we assume that the Australian Minister will be similarly singled out for distinction in some equally important European capital, or say, Tokio. You Canadians e'.aim this is an inevitable sequel to Canada's new national status as accorded at the Peace Conference. Very well, we, as Australians, throw up our hats with ' you; but don't run away with the notion that you have perhaps unwittingly taken on far-reaching new re- . pousibilities. which, every Dominion within the Empire will wish to take too, which carries the seed, of vital change in the whole structure of the Empire."
