GERMANY'S TROUBLES.
THE NEW GERMAN CABINET. A DEADLOCK REACHED. Received 9.5 a.m. BERLIN, June 23. A hitch has arisen regarding the formation of a Cabinet. The plural Socialists refuse to support the Government, therefore it is doubtful whether the Democrats can form a ministry. The situation is also more acute owing <o if he ipnfllct between the Centre and the People's Party. The latter claim the portfolios of Finance, Post and Telegraphs, and Food, which the Centre holds. POSSIBLE GENERAL STRIKE. SERIOUS RIOTING OCCURS. Received 9.5 a.m. BERLIN, June 23. The Communists held a secret meeting and they agreed on a general strike after the Reichstag assembles on' Thursday. They also passed a resolution in favour of arming workers. Serious rioting occurred at Osnabruck, Krefeld, and Frankfurt. The mob, incensed owing to the high prices, raided shops and seized and sold goods. Other traders hastily reduced prices.
